An attempt was made in 1927 to consolidate the several splinter groups formed with similar aims in the Balwyn area. History

Proposed amalgamation

An attempt was made in 1927 to consolidate the several splinter groups formed with similar aims in the Balwyn area. The Balwyn Ratepayers' League and the Progress Association attempted to merge, but differences of opinion between the two committees meant that this ended in failure.[2] This event later sparked the formation of yet another local progress association in July 1928, when the Balwyn Citizens' Association was established.[3]
