Selection process
Remuneration
At the time of the council's sacking in 1993, councillors were paid an allowance of $1,500 per annum, not including allowances.[1]

Commissioners
1934 to 1993
In 1934, the Council applied to the Victorian Government to create an extra ward. This resulted in North Ward being split into North East Ward and North West Ward. As part of the reforms, all sitting councillors were required to retire and nominate themselves for re-election if they wished to do so.[2][3]

During this time period, the municipality consisted of only three wards with three councillors in each. Elections were conducted every three years, with one of each ward's three councillor positions eligible for election.
