History
The Roads Board was gazetted on 11 July 1854. Soon afterwards, residents of the District petitioned to hold elections to determine the members of the Board. In a petition dated 17 July 1854, 10 landowners called for such elections to take place, overseen by the local Justice of the Peace, J. F. Palmer. The first election and meeting was subsequently held at the Red Lion Hotel in Hawthorn at 2pm on 2 September 1854.[2]
